Authorities in the province of Khanh Hoa, which includes Nha Trang, have begun the process of preparing a detailed roadmap for the programme prior to it being submitted to the government for approval.
The intention is for any scheme to be on a small scale, at least initially.
The plan would see tourists arriving in chartered flights before staying in isolated beach resorts in the Cam Ranh peninsula area. They would be escorted on any tourist trips.
The plan would specifically target visitors from Russia and South Korea. All visitors would need to be fully vaccinated and also test negative for Covid-19.
Phu Quoc is hoping to be the first area in Vietnam to welcome back foreign visitors.
